Three facts most sellers learn too late

  • 01

    Registration is free

Registering in LUCID costs nothing. The ongoing cost is the dual-system licence for your packaging.

  • 02

    Small sellers are not exempt

In Germany, the duty starts with the first packaged item you ship to a customer. There is no minimum.

  • 03

    Sellers abroad need a representative

Since 12 August 2026, if you sell directly to end users in Germany without a German branch, you need an authorised representative.

How a LUCID registration works

From an empty account to your first quantity report.

  1. 01

    Create a LUCID account

Sign up on the ZSVR portal and confirm your email. Registration is free.

  2. 02

    Enter your master data

Company name, address, VAT number and tax reference, exactly as in your marketplace account. Sellers abroad add their authorised representative here.

  3. 03

    Add your brand names

The brands shown on your packaging. No brand? Enter your company name.

  4. 04

    Sign a dual-system contract

License the packaging that reaches consumers (boxes, filler, tape) with a dual system. The fee depends on weight and material.

  5. 05

    Report your quantities

Report the same quantities in LUCID that you licensed with the dual system, and keep them in sync.

Sellers based abroad name their authorised representative already in step 2, and the representative then takes over steps 4 and 5. Registering in LUCID stays your own duty.

FAQ

The questions people ask first

All questions

What is LUCID?

LUCID is Germany's public packaging register, run by the Zentrale Stelle Verpackungsregister (ZSVR). Anyone who first places packaged goods on the German market, including sellers abroad who ship to German customers, must register there.

I only sell a little. Does this apply to me?

In Germany, yes. There is no minimum quantity: the duty starts with the first packaged item you ship to a customer. Other countries differ. Some have thresholds, and some are being questioned under the new EU rules. Try the checker.

Is LUCID registration free?

Yes, registering in LUCID is free. What costs money is the licence with a dual system for the packaging that reaches consumers, and, if you're based abroad, the authorised representative's fee.

What is a dual system?

A licensed private company that organises the collection and recycling of consumer packaging in Germany. You pay it based on the weight and material of the packaging you ship. Several systems exist; they're legally equivalent but differ in price and contract terms.

Do I need an authorised representative?

In Germany, since 12 August 2026: yes, if your business has no German branch and you sell directly to end users there. The representative takes over licensing and reporting; registering in LUCID stays your own duty. Other EU countries have similar rules under the PPWR. More about representatives.
